What Is This Thing?
The title calls it a hat, which undersells it considerably.
It is a plush dinosaur skull that sits over the head like a hood — jaw over the forehead, eye sockets above the temples — attached to a long segmented spine with ribs, which runs down the wearer's back and past the waist. In the listing photographs it reaches the back of the knees on a child and the hips on an adult.
Everything is soft. There is no rigid part anywhere, which is what makes the spine follow the body rather than stick out from it.
Why You Don't Need It
It is a skeleton made of fabric, so it is neither anatomically interesting nor structurally convincing. It is also, at twelve dollars, exactly as substantial as twelve dollars suggests.
And you will wear it once a year, at most, in October.
Why You'll Buy It Anyway
The spine changes it completely. A dinosaur skull hat is a hat; a dinosaur skull with a metre of vertebrae swinging behind it is a silhouette, and it moves when the wearer moves. The listing photographs are almost all taken from behind for this reason — the back view is the product.
Being plush rather than moulded also means it can be worn for a whole evening by a child without the complaints that a hard mask generates within twenty minutes.

Who It's Actually For
Children at Halloween, who are the obvious market and who will get the most out of the trailing spine.
Also adults who want the effect of a costume without committing to one. Worn with ordinary clothes it reads as deliberate rather than half-hearted, which is more than can be said for most single-piece costumes.

Check the total length against the intended wearer. A spine that reaches the knees on a child will reach the hips on an adult, and the proportion is a large part of whether it looks right.
Plush of this weight is warm. For an indoor party it will be warmer than expected, which matters more for a child who cannot easily take the head off on their own.
